No! Hugo is designed to work with any U.S. mobile phone. As long as you have a U.S. phone number and can send and receive text messages, Hugo will work for you.
You do not need to have wireless data active, you do not need to be in a WiFi zone. Hugo does not use any data - Hugo messages are text messages, so they cost whatever you are regularly charged for a text message.
There is no Hugo app, either. We like to talk to our members, so if you need to check your account balance, text BALANCE, and if you need to change your payment card on file or need help doing anything at all, just text message us and we will help you as soon as we can.
