Hugo's insurance policy is exactly what is required by California law (CIC §11580.1b). It's a liability policy, which means that it doesn't protect you or your car - it pays a person other than you or your passengers for personal injury or property damage. It pays:
Up to $15,000 if one person is injured or killed
Up to $30,000 if more than one person is injured or killed
Up to $5,000 for property damage
It does not cover damage to your car or its contents, or injury to you or your passengers - even if you weren't at-fault.
It is not "comprehensive", "collision", or "full" insurance, so it won't work for leased or financed cars. But, if you are pulled over, this is the insurance the Officer is asking to see.
